Appointment multiplied attention tenfold \u2014 permanently.<\/strong> Over 32 months as Dutch prime minister (Oct 2021 \u2013 May 2024), Rutte was mentioned in the Belarusian Telegram segment about ~20 times a month on average. After the North Atlantic Council appointed him on 26 June 2024 and he took office as NATO Secretary General on 1 October 2024 \u2014 a steady 80\u2013470 times a month.<\/li>\n
  2. The NATO Secretary General exists in propaganda without his country.<\/strong> In 86% of state-media items about Rutte (1,005 of 1,170), the Netherlands is not mentioned at all.<\/li>\n
  3. The Netherlands as a state actor barely exists.<\/strong> Of 5,019 web items, only 13% treat the country or its representative as the subject; 54% of mentions are incidental.<\/li>\n
