The third issue of the monthly narrative intelligence series by FactCheck.LT. We automatically compare how the same event is presented across eight information environments: Belarusian state and independent media, the media of Lithuania, Latvia, Poland and Ukraine, Russian state media, and China’s Xinhua news agency. The Narrative Divergence Index (NDI) measures how far apart the interpretations have drifted; a separate piece in this series explains how to read the index.<\/p>\n

\nWhat Is NDI: A Plain-Language Explanation<\/a>\n<\/p><\/blockquote>\n

August in one paragraph<\/strong><\/p>\n

The FORESIGHT platform grouped August’s stream from 26 sources into 1,508 events; ten went through scoring, six reached the HIGH level. For the first time in three months the index showed its full range, from 9.0 down to 2.0, including the series’ first low-divergence event, and that is a result in itself, discussed below. The silence map set a record: three events that external environments covered while Belarusian state media never mentioned them once, among them the death of Alexander Milinkevich. The signature “the allies speak, the home front stays silent” held for the third month running, but in August it acquired a new shade.<\/p>\n

Event of the month: the week of the Ratcliffe visit. NDI 9.0<\/strong><\/p>\n

August’s largest divergence is built differently from the previous leaders of the series. It is not a single episode but a dense week at the end of the month: on 25 August, CIA director John Ratcliffe arrived in Moscow on an unannounced visit (according to official statements, without meeting Putin; the Kremlin explained the trip as “contacts between intelligence services”, while Western media reported a warning against escalation and a proposal for a trilateral summit). In the same days Lukashenka met Russia’s first deputy prime minister Manturov, and the Belarusian army announced a snap combat readiness check. Nobody disputes the individual facts. The nine-point divergence is created by the answer to one question: are these events connected.<\/p>\n

Independent Belarusian (position 2), Polish (2) and Ukrainian (1) media connect the dots: the CIA chief’s visit, the sudden intensification of allied contacts and the military check read as a single picture of rising tension around a negotiating moment. Belarusian state media (position 9) and Russian state media (position 10) describe the same days as a set of unrelated routine stories: exemplary economic cooperation with Manturov, planned army activities, while the Ratcliffe visit is practically absent from the Belarusian state picture of the week. This is a technique worth calling by its name: contextual isolation. Propaganda does not need to dispute a single fact; it is enough not to let the facts meet in one text.<\/p>\n

The death of Alexander Milinkevich: an obituary and silence. NDI 8.0<\/strong><\/p>\n

On 11 August, Alexander Milinkevich died at the age of 79 after a long illness caused by complications following carotid artery surgery: a physicist, the 2006 presidential candidate, laureate of the European Parliament’s Sakharov Prize. Independent Belarusian media (position 9) bade farewell to a symbol of democratic Belarus and its European choice; Polish media (position 8) wrote about a “man-symbol” who connected the Polish-Belarusian dialogue; Lithuanian media (position 8) about a fighter for democracy whose fate also touches Lithuania. The Russian state agency (position 1) confined itself to a neutral biographical note on the death of “the former presidential candidate of Belorussia”. Greetings to Ukraine: who speaks for Belarus. NDI 8.0<\/strong><\/p>\n

On 24 August, Ukraine marked the 35th anniversary of its independence, and greetings were sent to Kyiv simultaneously by Lukashenka and Sviatlana Tsikhanouskaya. The axis of divergence here is not the holiday itself but the question of the greeter’s legitimacy. For Belarusian state media (position 9), Lukashenka expresses the “historically grounded friendliness” of a legitimate leader; Russian state media (position 8) support the image of a responsible neighbour. For independent Belarusian media (position 1), a greeting from an accomplice to the aggression, from whose territory missiles were launched, is an act of hypocrisy, and the true voice of Belarus sounds in the greeting of the democratic forces; Polish media (position 2) note the same dissonance. One short protocol event, and inside it the whole dispute over who owns the word “Belarus”.<\/p>\n

The 37th Air Assault Brigade near Gomel. NDI 7.0<\/strong><\/p>\n

Reports on the formation of the 37th Separate Air Assault Brigade, to be stationed near Gomel, roughly forty kilometres from the Ukrainian border, were presented by Belarusian state media through a planned command interview: training, exercises, routine reinforcement of the southern direction (position 1); TASS followed the same logic (position 2). Independent Belarusian (position 8) and Polish (position 8) media read the same news as an alarming step embedded in Russian military planning against Ukraine. A classic “defensive versus threatening” axis, in which the fact itself is disputed by no one, while the motive is unprovable in either direction, which is exactly what makes the frame the main weapon.<\/p>\n

The 103-for-103 exchange: the peacemaker frame grows. NDI 7.0<\/strong><\/p>\n

On 19 August, Russia and Ukraine exchanged prisoners of war under a 103-for-103 formula through the Belarusian border crossing Novaya Guta. It is worth comparing this with June’s 185-for-185 exchange from the first issue of the series: back then, Belarusian state media built the event around the return of Russian servicemen. In August the frame shifted: Belarus is now presented not as transit territory but as an “initiative-taking peacemaking force” (position 1 on the axis “active humanitarian role versus technical corridor”). Independent media (position 7) and Lithuanian media (position 8) insist on the opposite: a routine logistical procedure with no independent role for Minsk. In two months the series has recorded a directed movement of the state frame: the peacemaker image is being built up in step with the negotiating context around the war.<\/p>\n

“Swift Eagle”: the ally louder than the host. NDI 7.0<\/strong><\/p>\n

The dispatch of Belarusian special operations forces to the “Swift Eagle 2026” exercises at a PLA airborne training ground in Hubei province was covered by Belarusian state media themselves with restraint, as a planned readiness event (position 4). The loudest coverage of the Belarusian-Chinese exercises came from Russian state media (position 9): for them it is an element in the construction of a multipolar Eurasian security bloc, addressed to the US and NATO. Independent Belarusian and Ukrainian media (positions 2) gave the event neutral factual treatment. The third case in three months where allied propaganda proves more radical than the Belarusian one in a story where moderation suits Minsk: the same asymmetry as with the attribution of the bus strike in July.<\/p>\n

The middle band and the first LOW<\/strong><\/p>\n

Lithuania’s border defences (NDI 6.0).<\/strong> The Lithuanian government’s approved plan for a counter-mobility strip 20 to 150 metres wide along the border with Belarus and the Kaliningrad region was presented by Lithuanian media as a planned refinement of the defence programme, and by independent Belarusian and Polish media as legitimate protection of NATO’s eastern flank. Russian state media (position 7) embedded the decision in a “militarisation at our borders” storyline, shifting the subject of the threat; Belarusian state media confined themselves to a restrained note on the cost of the “ditches”.<\/p>\n

Storm Priska (NDI 6.0).<\/strong> The storm of 22-23 August swept across the Baltic States, Poland and Belarus; in Belarus, power outages affected more than 650 settlements. State media (position 2) built a story of the state’s rapid mobilisation; independent media (position 5) meticulously documented the damage; Ukrainian media (position 8) placed the Belarusian episode within the picture of a regional natural disaster. Tellingly, even the weather receives a managerial frame: an event with no political content still gets sorted along the familiar axis of “the state copes versus the scale is being hushed up”.<\/p>\n

The sixth anniversary of the protests (NDI 4.0).<\/strong> The anniversary of 9 August 2020 was interpreted by independent Belarusian media through a “window of opportunity” and the inevitability of change, by Lithuanian media through the resilience of the repressive apparatus, by Ukrainian media through the distinction between the people and the regime. The moderate index here honestly reflects a debate inside the democratic camp about the pace of change, not propaganda polarisation: state media did not discuss the anniversary in this cluster.<\/p>\n

The series’ first LOW (NDI 2.0): Ukraine strengthens its northern front.<\/strong> Reports on the strengthening of Ukraine’s border with Belarus were covered by four external environments in near agreement, differing only in degree: a buffer under Russian pressure or an active accomplice to the aggression. The 2.0 score matters methodologically, and we record it with the same directness as the nines: the low value arose partly because Belarusian and Russian state media were absent from the cluster. As we wrote in the explainer, a low NDI is not a guarantee of truth but evidence of agreement among those who spoke. The index is not a sensation generator: when the environments agree, it is obliged to show agreement.<\/p>\n

The silence map: August’s three zeros<\/strong><\/p>\n

A series record: three events covered by at least three external environments with zero coverage in Belarusian state media. First and foremost: the death of Alexander Milinkevich. Obituaries appeared in independent Belarusian, Lithuanian and Polish media; even TASS ran a neutral biographical note. Belarusian state media found not a single word for the death of the man who twenty years ago was Lukashenka’s rival in an election. This refines the signature we have been tracking since June: domestic silence is more selective than allied silence. A neutral obituary costs Russian propaganda nothing; for the Belarusian one, the mere mention of the name on the domestic airwaves is a risk.<\/p>\n

The second silence: addresses to Belarusians on the anniversary of the protests, including the German Foreign Office’s statement about a “nation in the heart of Europe”. The third: Ukrainian statements about the risks of Belarus entering the war and Kyiv’s sanctions against two Belarusian companies. The reverse cut, the domestic agenda existing only in state media, numbers 136 storylines: the harvest campaign, regional harvest festivals, reports, ceremonies; July’s seasonal core remained in place.<\/p>\n

Takeaways of the month<\/strong><\/p>\n

First: contextual isolation as the technique of the month.<\/strong> In the event with the largest divergence, propaganda did not need to dispute a single fact. It is enough to report the meeting with Manturov and the army check while not mentioning the CIA chief’s visit, and the week turns from an alarming sequence into a set of routine episodes. For the reader this yields a practical rule: ask not only “what have I been told” but also “which simultaneous events never met in this text”.<\/p>\n

Second: domestic silence is more selective than allied silence.<\/strong> Milinkevich’s death revealed a gradation invisible without cross-environment comparison: a Russian state agency can afford a neutral obituary, while the Belarusian state media field cannot afford even the name. The signature “the allies speak, the home front stays silent” holds for a third month and is becoming finer: Minsk’s silence works not against the event but against the very possibility of mention.<\/p>\n

Third: the peacemaker frame is being built up measurably.<\/strong> State media built June’s prisoner exchange around the return of Russians, and August’s already around “Belarus as an initiative-taking peacemaking force”. This is a directed movement of the frame, in step with the negotiating context, and a monthly series makes it possible for the first time to observe such drift not as an impression but as a comparison of recorded positions.<\/p>\n

Fourth: the index showed its full range, and that is a sign of a healthy metric.<\/strong> In August, a two stands next to a nine for the first time. An instrument that finds only sensational divergences every month would be suspect; an instrument that can also show agreement between environments, and its causes, deserves trust precisely when it shows a split.<\/p>\n

Methodology<\/strong><\/p>\n

The full August stream of 26 sources across eight information environments in five languages, aligned into a single semantic field, was automatically grouped into 1,508 events; ten events covered by at least four environments were selected for scoring. The axis of divergence and the environments’ positions were determined by a language model (Claude Sonnet 4.6) reading the material of all environments simultaneously; NDI equals the spread of positions on a 0-10 scale. The environment theses are analytical paraphrases; the issue’s key facts were additionally verified against external sources (reports on the CIA director’s visit, obituaries, Ministry of Energy data on the storm’s consequences). The event of the month is a connected week-long storyline of several episodes; we state this openly, since the subject of the divergence in it is precisely the connection between the episodes. Positions of environments with few materials were flagged and interpreted with caution. Regular rubrics are excluded from the domestic agenda figure. Third: the peacemaker frame is being built up measurably.<\/strong> State media built June's prisoner exchange around the return of Russians, and August's already around \"Belarus as an initiative-taking peacemaking force\". This is a directed movement of the frame, in step with the negotiating context, and a monthly series makes it possible for the first time to observe such drift not as an impression but as a comparison of recorded positions.<\/p>\r\n\r\n

Fourth: the index showed its full range, and that is a sign of a healthy metric.<\/strong> In August, a two stands next to a nine for the first time. An instrument that finds only sensational divergences every month would be suspect; an instrument that can also show agreement between environments, and its causes, deserves trust precisely when it shows a split.<\/p>\r\n\r\nMethodology<\/strong>\r\n\r\n

The full August stream of 26 sources across eight information environments in five languages, aligned into a single semantic field, was automatically grouped into 1,508 events; ten events covered by at least four environments were selected for scoring. The axis of divergence and the environments' positions were determined by a language model (Claude Sonnet 4.6) reading the material of all environments simultaneously; NDI equals the spread of positions on a 0-10 scale. The environment theses are analytical paraphrases; the issue's key facts were additionally verified against external sources (reports on the CIA director's visit, obituaries, Ministry of Energy data on the storm's consequences). The event of the month is a connected week-long storyline of several episodes; we state this openly, since the subject of the divergence in it is precisely the connection between the episodes. Positions of environments with few materials were flagged and interpreted with caution. Regular rubrics are excluded from the domestic agenda figure.
