We compared 85 CTV (Stolichnoe Televidenie) video bulletins against the full text feed of the channel’s website ctv.by for the same window. The question is not whether the website copies the broadcast word for word, but whether monitoring the site alone captures what the channel actually puts on air.
The core finding, in three parts
1. On symbolic dates the broadcast and the site move together
Matches between air and website cluster almost entirely on state occasions. Of all matching segments, 27 fall on 9 May (Victory Day) and 5 on the parade rehearsal of 5 May. On these dates the same agenda is produced for every state outlet at once, and part of it is transferred near-verbatim (the spy exchange story scores a lexical overlap above 0.44). This is centralised, occasion-driven production.
2. Away from state dates the video layer is autonomous
44% of bulletins (37 of 85) have no counterpart on the site at all, not a single segment. The fully unmatched bulletins are overwhelmingly the channel’s authored, conversational formats: the talk show “Mnenie”, analytical round-ups of personnel decisions, military features. This is exactly the layer that carries the propaganda framing through a presenter’s voice, and it does not exist on the website.
3. What this means for monitoring
Tracking ctv.by alone misses close to half of the channel’s broadcast activity and almost all of its spoken, staged payload: reportage, presenter monologues, emotional packaging. Text scraping of the website is necessary but far from sufficient for this outlet.

Near-verbatim transfer (broadcast text reused on the site)
Where air and site do coincide, the overlap is often lexical, not just thematic, concentrated on 9 May. The broadcast script reappears on the site with much of its wording intact.

Hungary lives only on air
The Hungarian storyline in May appears only in the broadcast layer. Segments on Hungary, the departing Orbán and Magyar show up in the talk show “Mnenie” (2 May) but have no match on the site (video-only). This lines up with the text monitoring for May: the personalised Hungarian campaign is wound down, and what remains of it migrates into the spoken on-air layer, invisible to text scraping of the website.

Method and caveats
Each bulletin transcript was split into story segments (1158 total), embedded (text-embedding-3-small, 1536), and matched by cosine similarity to ctv.by articles within a date window via pgvector. A second axis, lexical word overlap, separates verbatim transfer from thematic correspondence. Thresholds were calibrated on the real distribution: for the transcript-vs-article pair the same story scores around 0.80, not 0.95, so book thresholds do not apply.
Scope: 85 curated CTV bulletins (28 Apr to 5 Jun; 74 of them in May). This is a qualitative selection, not a representative sample, so the figures describe this set, not CTV output as a whole. The genre gap (spoken transcript vs edited article) lowers similarity for genuinely matching pairs; the percentile calibration accounts for this.
